With our proposal for the revitalisation of the Morro da Conceição we are focusing our work on the connection between the morro and the port area. The area has a lot of unused potential due to its location and empty spaces. Between the main axes to this connection- Avenida Rio Branco to the east, Avenida Barao de Tefé to the west, the port to the north and Rua Sacadura Cabral to the south- we find an area defined by institutional/federal buildings, empty spaces such as parking lots and industrial storage halls. The southern area closer to the morro provides its residents infrastructure. Small businesses reside here in run down houses under monumental protection. In order to revitalise the area we suggest to:
- create points of interest at the port for ex- ample within the warehouses to make the port more appealing
- form more living space in the indus- trial areas of mixed use and social structure – densify the used and empty spaces, (the houses under monumental protection as well as the federal buildings and the empty spaces)
- conceptualise a middle axis of flux more suitable for the residents‘ needs and interests away from the main roads which are mainly used to get to work and for traffic by using a language of urban design to appeal to pedestrians
- shape public spaces for leisure and infrastructure (public green space, markets, and pedestrian areas).
The projects will be implemented in different steps, shaping different areas of urban use and to integrate into its environment. Our main point of interest in creating this new axis is to mix the different types of urban usage in order to create an equilibrate form of living. A gradation of residential usage will be recognisable from the morro to the port instead of a clear distinction as it is seen now.

A partir de entrevistas concedidas pelos moradores e usuários do Morro da Conceição e do seu entorno, nos certificamos do que a vivência do lugar já nos apontava: apesar do hábito de ocupar as ruas, falta um espaço coletivo seguro e adequado para o lazer e o entretenimento.
O programa a ser atendido surgiu a partir de algumas demandas percebidas, que se complementavam de alguma forma. Áreas de lazer, de estar, um espaço flexível que possibilitasse usos distintos (como festas, reuniões e feiras), além de espaços com viés cultural.
A Ladeira do Valongo nos apareceu como um ponto subutilizado, porém com enorme potencial. O seu complicado acesso foi um quesito decisivo: como renovar a espacialidade daquela rua e recriar usos e fluxos? A apropriação de uma ruína na Rua Camerino, ao lado do Jardim do Valongo, e a inserção de um elevador surgiram como solução para a criação de um novo eixo de deslocamento, vencendo assim o desnível e ligando a rua e o morro.
Para acomodar todas as demandas sugeridas, o programa foi dividido em duas partes. Primeiro um Centro Comunitário, que abriga uma administração para todo o complexo, salas multiuso, auditório, biblioteca, restaurante e uma sala de dança e lutas. O Centro Comunitário se oferece como um espaço propício à formação e ao desenvolvimento de atividades culturais, bem como exposições, festas e eventos. Foi instalado na rua Camerino, se apropriando de dois prédios subutilizados (a ruína já mencionada e um sobrado tombado pelo patrimônio nacional que hoje funciona como estacionamento).
No nível da Ladeira do Valongo foi instalado um Parque Suspenso, que fun- ciona como um extensão de rua já existente. Assim, não houve a divisão de setores ou a instalação de equipamentos que poderiam limitar o seu uso. Deixando livre à comunidade para se apropriar do espaço. Ao oferecer tais equipamentos buscamos afetar positivamente a vida de quem circula pela área, seja com a criação de espaços para convivência, com uma possível revitalização do entorno imediato ou somente com uma melhoria no ir e vir.
The relationship between cohabitation and social living has always been a challenge as far as urban design and living scenarios were concerned. There are many parameters that affect the relationship between public and private spaces and the way they interact with each other and,consequently affect social living. We tried according to ‘’the bottom up design’’ and considering the parameter of time ,to examine forms of the relationship that public and private spaces could take and give out some living synecdoches and living modules as well, as the way that our modules are spread and interact with each other and with other existing buildings and facilities in the examined area E in the landscape given. Taking in account the proposal of the winning team in the midterm presentation , as far as the relationship between public and private spaces were concerned, we tried to embrace their basic principles and adapt them in our design.Therefore, we created new types of modules and new types of relationship between them, so that we can meet the winners’ expectations during the expansion of the modules in the area.
Module design principals
-organization of the module according to a basic axe
-enclosed type of building with strict top view, but with different optical qualities in the other views
- conservation of the unit with two batteries of uses: residential use in the outer battery and commercial uses-entertainment in the inner battery.
-creation of a new unit with only residential use that expands throughout the landscape in a chain form
-integration of “green” element and creation of public spaces on rooftops
Basic goals for master plan design
-Sense of continuity and cooperation between public and private spaces, harmonious
cohabitation
-Sense of uninterrupted movement throughout the landscape
with guidance by the basic axes and alignments.
Master plan design principals
-Localization of the basic cores of uses with the existing buildings and
facilities –> tried to cross them all with only one basic route
- The organization of the master plan was made according to :
1)the basic axe-route that joins the urban front and the waterfront crossing the cores
(the commercial pedestrian road and road for cars in the middle of the area). This basic axe functions as a
backbone for the area and in either side of it, and according to it ,neighborhoods , public spaces and existing
buildings are organized
2)Routes and pedestrian roads were designed in order to achieve a variety of moving options around the landscape
and crossing the cores of public uses and neighborhoods
3) The partially enclosed neighborhoods, created by the chain form expansion of the new module , create open communal
space (squares) for social interaction and activities. The bigger modules of mixed uses of residence and commercial uses
are placed along the basic route pointing it out
-Ground floor in bigger 2 -battery modules of mixed uses is public , whereas ground floor in smaller module of
resident uses is sometimes semipublic and sometimes private addressed only for the residents of the specific block
